I just replaced my drive belt and now engine wont turn over

turn over as in, not spinning, correct? Does it whine or anything? do you have lights on the dash?
check to be sure the blades are in the disengaged position, and you're in neutral. please give us the model of the tractor so we can help you better.
What did you change the drive belt on? A Ford tractor, Kubota back hoe, Simplicity snowblower, Ariens Z-turns, Toro push mower or some other piece of equipment? Because of Covid 19 and the debates interrupting the forums We have no idea of what you are talking about. If you provide us with the model and serial numbers of both the unit and engine we might be able to help you out.
