I was replacing my throttle cable and the bolts that hold the plate where the throttle cable to the fender broke off. Now I need to remove the outer fender cover to be able to fix and weld new nuts on the backside. I've taken as many bolts off as I can find and the panel pivots to the front of the mower but there must be another bolt holding it as the very front part will pivot but not come off. Any diagrams or help in how to get these off. I assume it is the same for both sides but for now, I need to remove the side with the key on it.

According the IPL there is only four bolts (screws) holding fender on. Item 1 on the following diagram.
That last outside bolt was the one I needed. Thanks
Is there somewhere I can go to see the whole IPL? Not sure what that stands for but if it shows me more of the layout of the mower it would be most helpful.
