Are the fan on the top of the deck spindles for cooling the same ,or for blowing grass off of the deck?

To help to keep the deck clear of clippings in my opinion. Nice feature that other mowers should have but don't. I worked on one Dixie Chopper Classic that had them and seldom seen any clippings build up on the the deck top.
