Different choke plates on Quantum carbs?

Recently bought a replacement carb for my 6.75 Quantum on a Toro. It has the auto choke feature which is working as it should. But I noticed that it takes more pulls to get the engine started. Then I noticed that the choke plate is, for lack of a better term, partial (on left). Other Quantum carbs I have owned or have seen online are more or less "full" (on right). Wonder why some Briggs carbs have one vs. the other? A video I watched speculated that the partial plate is used on engines with electric/battery start. Maybe these engines spin faster on startup (I don't own one); thus they need less choke. Here's they both are:

One lets more air in to atomize the fuel, other less air. Nothing to stop eating over.
