Mower deck Deck adjustment

I just bought a GTH24V52LS mower and adjusted the deck cutting height and angle as shown in the manual and still getting scalping. The chute side of the deck cuts +-1/2 lower when cutting in contoured areas. I've tried several different adjustments and it gets a little better when I raise the chute side. The deck wheels are set so that at 3" they are just off the ground.
Help...........Puzzled and upset I'm not getting a better looking lawn.

Does your Owner Manual have explicit instructions for leveling the deck??? The only "accurate" way to adjust the deck is to measure the blade tip height from a level concrete surface using the outer blade tips with the blades facing East/.West(getting the outside blade tips on both sides within 1/16" of being exactly the same). Then adjust the pitch using the center blade's front/rear blade tips with the blades facing North/South setting the front blade tip 1/8"-1/4" lower than the rear). Then re-check the sides to ensure you adjusted the pitch evenly on both sides. You cannot get an accurate height adjustment using the deck or the deck wheels.

I took my measurements at the blades as you point out but I may not have them to within 1/16". I will get them as close as I can and let you know how it goes.
