Cutting Blade replacement

need to replace the old blade with a new sharpened one and don't think I have the order correct--Lawn-boy power mulcher, silver series 4.5 hp
model 10202
ie: from top down:

1.sharpend blade ?
2. green plate (mulcher??)
3. tighten bolt?
