OK I'm a small engine mechanic and I am stumped with this one. Cud cadet which I. Have done a complete carburetor tear down inspection and sonic bath, I have great spark, valves are good, carb is getting lots of fuel and its all fresh high octane fuel in a clean tank with new fuel line as well and its starts after maybe 3 pulls runs for a couple seconds and quits then starts and runs with a constant miss or minor surge. Any advise

Check govenor adjustment possibly. Usually surging takes me back to the carb.
