RECENTLY I INSTALLED A NEW TRANS BELT AND REINSTALLED PTO CLUTCH.
NOW THE TRACTER IS RUNNING VERY SLOW.
ANY HELP WHERE TO START WOULD BE APPRECIATED.

Trans belt is routed wrong. Trust me on this as I just finished reinstalling mine for the third time. It finally moves.

It probably is a misirouted belt but make sure to check the brake lever as it may be hanging up and not releasing the brake fully. that will burn up the hydro in no time.
it could also be that the belt is slipping in the trans or engine pulley. make sure to clean the pulleys. i recommend a little carb cleaner and some real fine steel wool. just to break the glaze from old belts.
