Sooo.... I have an older Cub Z-Wing, which is the Tank with a deck that folds up on the sides. I had released the Hydros to push it and then this season I went to mow the right side lever moves forward and back, but the left is stuck in the middle. I noticed there is slot on the arm mounts that attaches to a rod to the hydro on each side. The right side mount bolt is slightly behind the cut-out of the mount and the left side is in the slot. Are these adjustable? Any ideas? Pics below.

Either you have the brake on or the LH side brake linkages and related components needs checking and adjusting.
I think the brake rod adjustment is the answer. The right side clears the steering arm slot with the brake released but not the left side. I'll be working that out tomorrow. Really appreciate the link too.
