Cub Cadet over reving

My neighbor, that I am helping with, has a Cub Cadet series 1000, OHV twin that runs wide open when started. All the linkage and springs seem to be in place. When the throttle is held closed on starting it will idle, but as the throttle shaft is moved it will go to all the way wide open with not end to the top speed. There seems to be no governor action at all on the shaft from the governor. Is this where the problem is?

Could you give us the brand and model numbers off of the engine?

Check to see if the shaft has play in the carb housing the carb my be worn out have seen this happen it causes the carb to suck air and rev
