It sounds like your main jet is still clogged, not allowing gas to get through. I would clean carb real well and reassemble, then it should run.

Install a new needle and seat when you clean it.

I don't know if this will help or is even relevant. I had a pushmower a couple of years ago that would start and run when rope started, but wouldn't start with the electric starter, even when the engine was warm. the problem was a gap issue with the ignition module. The spec showed between .008-.016, and would only run at .012. .011 or .013 would start with the electric starter. so it could be related to the air gap clearance between the ignition module and the flywheel.

Just a thought, but I could be wet behind the ears.

With the numbers you have posted, I can find anything. The model number does not come up on the Cub Cadet or MTD models. The engine numbers are like nothing I have seen. Please double check all numbers. Is there a name on the engine?

Rivets, the engine is the Chinese manufacturered MTD engine. If you put just the 11a-18mc as the model number it will show up as a valid number. It gives you the choose of 07,08,09 models. from the serial number he gave earlier it is a 2007.

The engine parts breakdown is listed under the engine assy diagram link.

The only other thing I can think of besides my past above is maybe a torn or reversed intake gasket.

IL I have tried the numbers you posted and still can't come up with any results. Must not understand Chinese. I agree with you that it sure sounds like any air leak somewhere. Because I can't see what I am talking about makes it difficult. I'm a visual guy. My guesses are cracked primer (if it has one), bad gaskets (as you said), bad high speed jet (older Chinese carbs are known for this). If I had it in the shop I would be punching the jet, to see it I could get a richer mixture. I've got plenty of Chinese carbs laying around and this has worked in the pasted. I won't post how to do this, because as you known, this can cause way too many problems and get expensive if done improperly. A possibility could be a bad head gasket, allowing air to be sucked in, but now I'm getting out there in the area of what am I missing, and my brain is fried, so I'll try something stupid. I really want to know how this comes out, because there are smarter guys out there than me. This just proves that those on this forum who say I don't know what I am talking about, are right.
