Cub cadet 1050 won't start

I could not get my mower to start(solenoid clicks but does not turn over), I checked solenoid, battery and safety switches and all were fine. Tried going directly to the started and it still would not turn over. Finally i lifted the hood and popped off the cover over the top of the engine and after some effort I was able to spin it with my hand. Once that was done it started! Had to do this again though to re-start it the next day........any idea what actually may be bad?

Adjust valves, compression release not working if valves are too loose. Post year, engine manufacturer as well as all numbers from engine.

You referenced the Shop Manual. The Table of Contents doesn't mention anything about compression release -- where is it covered?
