Craftsmen LT1000 19.5 HP Briggs

Gang,

I have a Craftsmen LT1000 rider with a 19.5 HP briggs engine. It was running great up until now. It wont rev up to top speed. It will start right up and Idle every time but wont rev up to full power. Its seams like i have a air mixture fuel issue. One thing I did notice that it seams to run fine with out the air cleaner on........ once I put the air cleaner on is when it acts up.so OK I replaced the air cleaner.....same issue. I then assumed it was a carb issue, got a carb kit and rebuilt the carb...same issue, I bought a brand new carb and still have same issue. I then thought maybe cracked manafold.....sprayed starting fluid all around while running to see if engine speed would change and that didn't do any thing. Also I noticed that now I have to close the choke 1/4 of the way to keep it running, it spits and sputters when the top butterfly choke is wide open. Another thing I noticed is the while running, the idle screw adjustment pulsates back and forth. It never did that before. I also replaced the plugs and coil assembly as well. Any ideas what could be going wrong? There is a hose that come from the engine that goes to the bottom of the air cleaner, what does that do? Also there is a vacuum hose from the carb under the fuel pump to the engine
Could something there be my issue?

Could something there be my issue?

Check valve lash. The hose to bottom of of air filter is a crankcase breather. The hose going to the fuel pump from engine is a pulse hose to operate fuel pump.

You mean the intake and exhaust valves? How do I do that? I did adjust the governor and that helped but didn't solve my issue. The weird thing is if I leave the air cleaner off..It runs better than ever. I just cut my whole lawn with it off and it ran great, just like new, I cant keep doing that and really would like to get it fixed.
