Craftsman T1000 lurching speed control

We have a Craftsman T1000 riding mower that was given to us by an elderly neighbor that moved to stay with family. This is actually a rebranded MTD mower, model #247.203704, equipped with a Zongshen one-cylinder engine and belt-type variable transmission (CVT). Speed control is via a plastic lever on the dash.

The mower generally works well but has an annoying issue with the speed control. When selecting any speed higher than "1" what happens is the mower starts out at the lowest speed setting regardless of the selected speed. Then after about 10 seconds there is a lurch/clunk from underneath, the clutch pedal kicks back by about an inch, and the mower starts moving at the selected speed. It continues at the selected speed until coming to a stop, then does the same thing.

The variable CVT pulley seems to be OK. The bolt holding it in place vibrated loose recently and in checking it there is no obvious wear or damage and the variable part moves freely up and down. (The speed control problem predates this happening and was the same after reattaching the pulley.)

I don't see anything obvious hanging up in the mechanism. Could this be a symptom of a worn, slipping drive belt? (The belts look OK as far as I can tell.) Some other problem?

Might not visually looks like it is hang but it is due to worn parts.

Thanks, will have to take a closer look underneath at the mechanism for worn parts.
