The Briggs and Stratton 7.0 hp, ohv engine is hard to start when hot.
The engine model # is: 128602 0212-E1
I replaced the air filter, fuel line, primer bulb, spark plug, intake gaskets, carburetor.
The engine starts on first pull when cold, after running engine, and turn off when emptying
grass clippings, it's really hard to start.

Don't press in the priming button before restarting, when hot. If you are doing this, don't !

If he's got a primer bulb, it shouldn't have a choke

No primer bulb. It has the auto choke system. Finally said screw it and put on an old carb from one of my parts mowers. Fired up and runs fine. Customer says this is the 3rd carb he's bought for it. Both new ones were from Amazon.
I did put the needle from the Amazon carb into the old carb, because it had a ring around the tip.
I still question whether that hole makes a difference. I forgot to check to see if the old carb had the whole. Dang it.
