Please double check the model number you posted, as I can’t seem to find a unit for the one you gave us. Second also post the briggs numbers, model type and code.

Rivets I am thinking is should be the 247.288812 model with the 31c707-3346-g6 engine Looks like a 3-5 dual circuit stator which appears to be unregulated

So regulator is built in the stator or alternator? I have new duel alternator I will install.

Dual circuit stators don't have voltage regulator built-in. An optional voltage regulator is available but is costly.

I am confused how has mower run all these years without regulator? I cannot find regulator on the engine or body, I only see wires from stator or alternator plugged into wires I have not traced. I assumed they went to regulator.

There is no regulator. that system uses a diode(bump with shrink tube above connector) to convert AC to basically a half-wave DC to recharge the battery. And the other wire is AC for the headlights. Basically for mowers without an electric pto clutch the system to recharge the battery is basically a 3 amp unregulated trickle charger.

Check out pages 21-23 of the manual I attached. Show where to find the diode IL is talking about. Manual also explains how these systems work.
