Won’t start, keeps burning the 20 amp fuse?

Blowing the fuse would indicate a short. Does it blow the fuse when it is installed, or when the key is turned to run, or when key turned to start. That would give a hint to were in the system the problem could be.

Also will need the actual model number of the mower from under the seat as well as the model number info from the engine to determine further.
