Craftsman/Briggs & Stratton mower 190cc / 6.75 hp - no start

After emptying the grass bag, I tried to restart the mower. The cord was difficult to pull. No restrictions around blade or shaft. If I manually rotate the shaft, it feels like the shaft is binding. Almost like a metallic feel inside the mtors as its binding. The oil level is good and clean. Is the motor shot or does it sound like something repairable? Any help would be much appreciated....especially since my lawn is half done.

Flywheel brake not releasing maybe. I seems odd that it would basically lock up between shutting off to empty the bag and then restarting.

You forgot to hold the kill lever?
I agree with the flywheel brake answer too...is it connected to a kill lever?
