Craftsman 6.75 EZ Walk - not starting

Hi

I got this lawn mower from a neighbour.
It is 2013 model Craftsman with Briggs Stratton engine 6.75hp.

Briggs Stratton Engine serial 13 0218 56 80932

Craftsman model : 944.363230

This is self propelled 4 stroke mower with autochoke (no primer ball).
I am not very familiar with this technology. I used to use electric lawn mowers.

I have removed old gas and added new one.
Spark plug is good. Also tried the new sparkplug.
It does spark ok.
I cleaned the carb with carb cleaner. It was very clean before I cleaned it very well.
Air filter was very dusty/dirty. I cleaned it as well.
There is a little gasket between carburetor and air filter housing and that gasket cracked on upper right hand side.
This lawn mower looks like a new one but I can't get it to start.
I tried spraying a bit carb cleaner in the whole where the carburetor was (when I was cleaning this carburetor) and engine started for two seconds.
Then I put everything back together and sprayed carb cleaner in the intake via air filter and try to start and the engine does not want to turn over at all.
----------my questions are the following ------------
1. is this engine good and how to test it?
2. why spraying carb cleaner in the carb hole without carb I was able to get engine to turn over but putting carb on then spraying again did not work ?
3. Is this bad carburetor or what ?

Any idea? I need some help with this lawn mower.

When most people clean that style carb, they tend to miss the jet in the bowl nut. Just checking if you could of missed it.
