Craftsman 253280 Brake not working

I am confused! My faithful LT2000 no longer brakes. While servicing the brake and reassembling everything I noticed the brake disc doesn’t turn when the rear wheels are turned (while jacked up). I checked the splines and the brake disc positively engages on the shaft. Am I looking at a transaxle issue? I have (according to the manual) a DANA transaxle Model no. D6800-2. What I don’t understand is, if all the gears are working fine why is the brake disc shaft not turning?
Help!!!

Don't know bout a DANA but IIR the Peerless I've been involved with won't turn the brake rotor jacked up. It mentions in the manual it must be on the dirt to test as you adjust the brake.

If you spin both wheel at the same time in the same direction the disc should spin. Being jacked up one wheel is probably spinning in the other direction.
