Craftsman 2400 46 inch deck 554 cc riding mower no forword or reverse

I have a craftsman riding mower from it starts fine, no forward or reverse gears. Very hard to push in neutral. I am thinking the brake is jammed. Going to go now and remove caliper and regrease. I took the spark plug out and still hard to push.

Any advice?
 
put it in free wheeling, went back and forth from forward and reverse. rolls nice in free wheel. still no forward or reverse

Maybe the drive belt?
