craftsman 19.5hp steering clip won't stay on

The model number is 917.270821 and the clip number is 12000029. There is a large pin that holds the steering wheel and gear together at the bottom. There is a clip pin that holds 3 thrust washers on. There was only one washer and the clip came off. I tried to put a thicker washer on but the clip didn't have enough room at the end of the pin. A crow bar wouldn't move the pin out far enough. Any suggestions? Thanks.

STEERING ASSEMBLY Diagram & Parts List for Model 917270821 Craftsman-Parts Riding-mower-tractor-Parts | SearsPartsDirect inspect area where spring clip attaches, if ok order new spring clip item 8 and new washers item 5, inspect sector & pinion gears for wear as well & apply grease to gears with old paint brush or cheap one, you can wrap brush in shop rag for future use when servicing mower.

I would encourage you to inspect and probably change #19 in the drawing. Part# 124035X. There may be a lot of slop where the metal column goes into the plastic part. If you need to replace it be sure to index part #23 and #27 before disassembly. Photo, scribe mark or something. I changed one on a Poulan/AYP last summer and it tightened the steering up a lot.
