Repairs Control Cable for 21" electric-start mower

The patient is a 21" walk-behind Troy-Bilt with electric start; model number 12AJ836E011.

Tracking down a no-spark condition, I eventually found that the control cable isn't pulling its lever far enough to un-ground the stop switch (this switch appears as ref. no. 621 in the Briggs&Stratton parts book). If I disconnect the stop wire from the stop switch, the mower runs.

All the various brackets look OK to me; I don't see any sign of a distortion, but of course without a known-good unit to compare against I can't be sure. The cable slides easily, and what I can see of it looks to be in good shape.

So... I'm left thinking the cable has broken wires inside the sheath allowing it to lengthen, which just doesn't sound likely to me (on the other hand, the drive cable has a *bunch* of visible broken wires, and is clearly in need of replacement).

Does this sound like a likely diagnosis? Is it a common failure mode? What else should I be looking at before I replace the cable?
