Hey Bill.I see you own a MTD.The brake mech. should be on the transaxle just behind the front of rear tire on the discharge side of mower.I would just check for impacted grass and just follow your brake mech. from pedal back and be sure everything is moving. If your brake is releaseing.......check your drive belt.....is it on all the pulleys.....is your clutch mech moving correctly? You may have to remove the deck to get good enough access to really check it out.jc

jc56 is correct if it is an MTD. Also check your belts and make sure they are not worn, and make sure your idler pulleys are putting tension on the belt. The adjustment for the brake is a little arm sticking up on the trans-axle held on by one nut spray it with pb blaster and loosen the nut a bit, and work it back and forth by hand to free it up. Another thing you can check is make sure the keyway is still in the axle between the rim and axle on both sides. If one is missing it wont drive.

Very common that I get service calls like this - brake system has rusted seized over the winter - look for grass mud derby and clean/lube .
Really is a common tractor issue in spring time .
