I need a DC clamp meter to measure starter draw DC Amperage, Low DC amperage. so far the lowest i've found is 60 DC Amps....
anyone have a recommendation
Or will 60 Amps be sufficient? The starter is on a 9HP kawasaki fe290d

Have you considered a DC shunt resistor to measure current?

What ever you get, you need a fast meter to measure it. In-rush current is in milliseconds. Cheap meters will not give an accurate measurement. They will give you something but you will miss a lot of the picture.

Clamp meters are really designed to measure constant currents. You can measure starter current draw with one but using a shunt resistor and a good volt meter will give a more accurate amp reading. I use a clamp meter for AC stuff but a shunt on mowers.
