Choke symbol- on or off?

My generator, which I have not run in the last two years is now running however it runs with the choke pull in the pulled out position only. According to the symbol, is the choke on or off in this position?

If I push the choke lever in, the unit stalls.

To me, it appears push-in to choke, which would also explain why engine quits in that position.

Forgot to mention, you can verify by removing the air cleaner assembly, and checking the choke butterfly when you move the cable, it does seem strange that pull out for choke OFF is what the symbol appears to designate, must chokes I've run across are PULL to close the choke, ..PUSH to open (off) ..Sorry if I misled you.
