Changing Oil In Troy Built Weedeater

I got a TB525es 4 cycle and not exactly understanding what the manual says about checking oil level. It says "Look into oil fill hole. The oil should touching the most inner most thread".

It means that when properly filled the oil should be at the bottom of the oil fill hole when laying down, or the most inside thread if stood up. Depends what the manual says as far as position to put the trimmer to check the oil level.
