carburetor solenoid

I have a Troybilt pony 439cc. It seems to start and idle fine, but it won't run uphill...it pulses, loses power,and stalls out. If I stop before it stalls, then start again I get about 10 feet and repeat the previous routine (I installed new oil filter, new air filter, new deck belt, new spark plug, drained the carb of old gas, removed the gas tank, cleaned it and filled with fresh gas. It still has same problem, even on my asphalt driveway. I can mow OK on level ground still seems to lack power. Could it be the carb float level or the fuel solenoid? I'm out of ideas???

Any help would be much appreciated.

Fuel solenoid no, float level yes. The float level may have dropped not allowing a high enough fuel in the bowl. Seeing you don’t tell us the model of unit you have or model engine, it could also be any or all in combination of the following causes. Debris in the tank, bad fuel pump, clogged filter, bad fuel lines. I would be doing more checking before tearing into the carb.

Could be overheating.
Valves need adjusted.
Dirty carb.
Flywheel key off a touch.
Plugged up air filter.
Weak spark.
Water in the gas. Do you use E-10?
RPM's set too low. Should be at 3600rpm all the time.
Low compression.
Engine needed decarbonized. Valves choked full of carbon on the back side.
Drive belt slipping.
Tires low on air.
