carb leaking into cylinder head?

My b&s 6.5 intek has fuel leaking into the cylinder head. Is this probably the float bowl stuck or the needle valve leaking?i had the carb off twice and the float seems to work ok. this mower is a john deere/scotts made in 2000 that was a throw-away. When i got it ,it had a broken wheel and a very bent blade,plus the carb was clogged and the drive cable broken. The oil looks like brand new. So i fixed these things and then had to replace the primer bulb. After that the pull rope kicked back at me ,so i checked for a broken shear pin and it was . replaced that. and the engine started right off,but was leaking from carb gasket. fixed that and started it up. It runs very smooth, best i have had in a long time. just has a really good sound(i guess it has a real good muffler because it's very quiet compared to my other mowers.One thing,it does run slow rpm's and there is no throttle adjustment. is that because i have no blade (or adaptor) on it right now? Saw somewhere that this set up is supposed to adjust to the load as far as rpm goes? anyone know about this? My first post on lawnmower forum. Would appreceiate any advice. Change the needle valve and seat.

You "should" run it with the blade on. The blade acts like a flywheel giving the engine the added momentum of a flywheel.

yea,i was not going to spend for the blade til i got everything up and running. thanks a lot!
