can't remove rear hiehgt adjuster on honda lawnmower

I have Honda lawnmower HRR 216 2SDA MZCG-7153007, with a broken rear height adjuster (1 wheel adjust). I can take the wheel assembly apart, but can't, for-the-life-of-me, get the adjuster assembly off. There seems to be something holding the assembly, on the axial, from inside the mower deck. Please help!:ashamed:

Every bit of the rear wheel and adjuster is held on with the wheel bolt, and three circlips...if anything is otherwise stuck or frozen, it could be rusted or bent/seized.

Pay attention to the flat washer and pinion gear; they must be fitted in the correct direction for everything to work correctly.
