It's giving me issues cranking up, I have to turn it over repeatedly for sometimes a minute at a time before it cranks.
Once it's running it has no problems at all seemingly. I tried new plugs but that didn't solve anything. It gives me this issue whether it's cold or warm. It's a 17hp kawasaki for reference
It had this problem when I bought it, and it had been sitting for a while in a garage. I figured it was something simple like the carbs, but if it was the carb wouldn't it run like crap once it actually got going?
Because once it's running it's smooth, powerful, runs great.

Make sure the choke is closing all the way in the carb. May have gotten out of adjustment and is now not closing completely, causing hard starting.
