Camshaft "actuating lever and spring"?

Just curious, I bought a used camshaft for a Kohler CV15 off of EBay and when I got it I noticed that this lever is missing (see picture). What does this lever do? I've decided to cut my losses thinking that if it's there it's needed, but what does it do??

that might be the compression release fly weight

That is an ACR (automatic compression release). That ACR is used to drop the compression so that the starter has enough power to turn the engine over. After the engine is started then the ACR returns back to the neutral position.

i know on some engines...you can ditch it....but im not sure about this one
