I see that some people in my area (Detroit) wrap their shrubs in burlap at this time of year. I have never really understood the purpose of this. Does it protect them from the cold or something??

Protection of young shrubs during winter is one reason for the burlap. Another reason people in my area in the Rocky Mountains use it is to protect young shrubs from the deer. Even if you plant deer resistant shrubs, sometimes they are hungry enough to each the tender shoots off young plants.
