Briggs & Stratton 40777-0124-e1010 oil drain tube part bs-594200 question

When I popped the cap off of the oil drain tube on the bottom of the crankcase no oil comes out even though the dipstick shows it to be full. I tried poking a thin wooden dowel gently into the open to see if there was just some gum blocking it but nothing came out. I have been running the mower for 6 months without any issues other than a good bit of smoke upon starting if it has been sitting for a few days. I suppose I should just unscrew the oil drain tube and see if any oil comes out which would indicate an issue with the drain tube meaning that it should be replaced?

If it is a quick change shut off, you must turn the center and pull out to release the oil. Does it look like this one, if it does notice the lock system in the yellow area.

Yes the hose could be plugged.

Yep Mr Rivets. That was it. The slot was all filled with oil and crud so I couldn't even see it. You have to give it a half twist. I never screw things out of an engine unless I have to. I've had them break and then you're screwed. Thanks!
