Briggs & Stratton 31R7 07 0001 engine will not start

I have a Briggs and Stratton 31R7 17 0001 engine that will turn over if spark plug is out but will stop at compression stroke when attempting to start. I have verified that the valves are working correctly and set at the factory settings. I also replaced the starter and battery to verify that neither one was the problem. I am looking for something that might cause this problem.
 
If you have verified the valve clearances and that the ACR bump is not on the intake valve then the ACR has failed on the camshaft.
 
Take a voltage reading at the battery, before tearing into the engine. Should be a minimum of 10 VDC With the key in the start position. Wouldn’t be the first time a new battery is bad.
