Got given this mower, originally it ran but was surging and thought a simple carb clean would sort it. Cleaned the carb, now it’s barely running! Replaced fuel, filter, plug etc. getting ready to throw it off a cliff.
Governor only regulates the speed , it has to be running well enough for the governor to respond , if it will not run smoothly there is still a carburator / fuel problem I usually find some small debris or rust particle in the main jet when they run like this
