Briggs&Stratton 126L02-0782-F1 not running properly. Craftsman 247.371170 push mower

Hello,
Need some help here. This mower sat for years and I filled the gas tank up. Tried to start it, it wouldn't start. Replaced the carburetor with a

Harbot 799866 Carburetor. Then replaced the spark plug with a champion861eco. The mower starts but its like its idling low and sputters. When I checked the spark plug. Its wet and has black on it. be sure the auto6 choke is opening fully. You can do that by removing the air filter and filter cover, and the valve in the carb should be open. It works off of engine heat from the muffler by moving a thermostat to open or close the choke.
If the choke is closed try manually opening it to see if it runs better.

Hello Scrubcadet10. Thank you very much . this was my exact problem. Once I opened up the top of the lawn mower. I saw that the idle throttle was stuck. I released it and now its working properly..
