Video of the governor is at the end. It seems to be jumping around. I tried adjusting and luckily didn't blow the mower up :S! I couldn't adjust it the tiny, tiny amount it needed to not blow the motor up.
Any advice on whether or not this is considered a surge? I found how to fix it if it's the problem, but hate to do it if that's not considered a surge.
