Briggs Engine 2nd Opinion: RPM Issue and Hard Starting

Briggs 120602 type 0164 E1 6.5hp OHV on a Murray self propelled front drive.

New Carb and governor spring. Someone had the governor spring in the wrong hole on the control bracket for who knows how long thats been like that. Engine started and ran with no starting issues but rpms were 2500. I moved the governor spring to the right hole on the control bracket but is hard to start. Rpms were 3250. It did pop and smoked for the first minute on cold start yesterday after placing the governor spring on the right hole on the control bracket. Besides readjusting the valves any other ideas?

Recheck governor adjustment and check carb settings even on a new carb.

There is no carb or governor settings that I know of.

Hard starting??? Does it crank over hard or takes a while to get running? gregjo1948

Takes awhile to get running when hot.

Here's a pic of the governor spring. Big hole is on the right and little hole on left.

This looks like one of the 1st Inteks Briggs produced.

Spring is still in the wrong hole.
It should be in the larger hole.

Spark plug should be set at 0.020" to help hot starting.

The gov can be set by doing a static gov check. but probably wont make any difference.
