Briggs and Stratton Vanguard T1800

Hi
I have the above ride on mower but do not know its history
The engine starts but will not rev and appears to be hunting for fuel
The bowl is full of fuel the carb has been stripped and cleaned
Everything appears to be in order
The fuel solenoid is functioning as is the fuel pumpthe fuel filter has been replaced.
Has anyone any suggestions?
A new carb is 808725 is a crazy price as I do not know if a replacement is the answer
