briggs and stratton model (406577-0139 E1) intek 20 hp cranks won't start

Engine began surging after 45 min of use. fuel cap cleaned and free of debris.
Changed plugs. still ran rough after
45 mins or so. all gapped properly

Wouldn't charge battery so stator replaced. flywheel batteries damaged so it was replaced.
ran okay again but began running rough after 45 mins.

Ignition coils replaced. carburetor cleaner sprayed into intake in effort to
clean. engine ran until fluid dissipated. now cranks but won't catch

flywheel out of alignment?
fuel pump does put out fuel, but how much is enough?
could it be carburetor, needle what do you think?

Did you replace the flywheel? IF so, did you torque the flywheel to 150 ft. lbs with a torque wrench? IF not, could be flywheel key. Sounds to me like you are not getting fuel before. I would remove the carb solenoid, depress the plunger, wedge a tooth pick beside it, break the tooth pick off holding the plunger depressed and see if engine runs OK after you get the starting problem solved.
