New carburetor, fuel and fuel filter
has spark but won’t crank and run.

If you post the model, type and code numbers you have a better chance of getting help. When you say won’t crank what do mean? Engine turns over but won’t start? Engine won’t turn over? Engine trys to start, but won’t stay running?
