my briggs and stratton engine wont run the starteer maybe doesnt turn it fast enough and carb maybe needs cleaning it has new fuel

You really did'nt give much information other than it's a Briggs & Stratton eng. Suggest you try this website to determine ..... engine model, serial number and relevant information.
