Briggs and Stratton 7hp Throttle/Governor Issue

Hello, I have a 7hp Briggs and Stratton vertical shaft engine built in 1983 and it hasn't been used for years. Anyway, before I did anything I fully cleaned the carb out with carb cleaner, completely flushed it through and it all seems operational inside.
When I come to start it, it splutters which would make me think that it's still dirty however the throttle does nothing, it just stays idling (badly, very rough) then it dies after a few seconds.
One thing I did test was if it would throttle up if I manually moved the butterfly which it did...it revs fine. So there is something wrong with the linkage or governor I think.
I have added some photos if they are any help to you...
Does anyone have any ideas here?

I would make sure the governor spring is attached first. it should be located behind the metal plate where the throttle cable is attached. One end attaches to the governor arm. The other end to the U shaped tab on the back side of the piece that rotates.
