Briggs 875 surging

I recently bought a briggs 875 to swap out on my lawnmower and after 2 mows it's already surging really bad. Model number is

125P02-0012-F1​

What can I do to fix this problem and bulletproof the motor. My lawn is kind of bumpy and iv heard that can cause problems.

Does it surge on flat ground sitting or rolling through washboard turf? Surging normally, means dirty carb or fuel delivery issue.

When I first start it and it's cold it doesn't surge its not until its running for 5-10 minutes it starts surging. It's probably only ran for an hour since I got it I would hope nothings cloged already but I suppose it's possible. I also noticed when I took the air filter off that it smelled like gas and there was some moisture under the filter.

Try loosening the gas cap.

Gas on the air filter is carb needle sticking open. Remove and clean the carb.
