Briggs 6.0 carb linkage discsonnected

I removed the carb for cleaning on a 6.0 HP Briggs and Stratton 12H800. I noted where the linkage hooks up and reinstalled onto the carb. The throttle cable is working because activating the control with the handles moves the mechanism on the other side of the engine but the carb on the other side does not open and close. It appears something came loose between the carb and the spring mechanism on the other side... somehwere where I cant see.... if I am making any sense im hoping someone can tell me what got disconnected? Or could someone point me in the direction of a service manual?

Following the linkage backwards from the carb: the spring and z hook is on the carb. That bar is connected to the govenor arm. However, something is disconnected undert the fly wheel I guess. When you get to the other side, the throttle controls do move.

Just to add... following back from the carb.

The spring and zhook are connected at carb. That is connected to the govenor arm next. However, the gonvenor arm does not move when I activate the cable. The control on the other side with the large spring does moves when I activate the cable.

Sounds like what you are observing is the engine brake being operated. However the throttle is always at wide open unless the engine is running.

I think that may be it.

So the carb is wide open with the engine off. I shouldnt be able to open and close the carb with the engine off, correct? In other words the govenor arm will not move with engine off.
