Briggs 550 EX Won't Run

I have a 550EX on an MTD Yard Machine that is about 5 years old.
The engine will kick over with starter fluid, but will not stay running. Here is what I have done so far:
1. Replaced carb (after cleaning original carb did not help)
2. Drained (gas tank and carb fuel bowl) and replaced fuel with fresh fuel.
3. Replaced spark plug.
4. Verified, and re-verified fuel is reaching the carb (bowl is full).
5. Verified gas cap vent is clear.

As I said, it will start for a second with starter fluid and run normal, but dies almost immediately and will not even sputter after that.

Either you changed the carb before you cleaned the fuel system and it sucked in dirt to the new carb or you have air coming in after the carb.

First, dont use starter fluid. Use carb cleaner or a capful of gas. Next, have you tried changing the fuel filter. while doing this try blowing air through fuel line into tank. Might have a grass plug in outlet of tank.
