My briggs 12.5 engine will not rotate when the starter engage the flywheel. I replace the starter, and charged the battery. I notice fuel coming out the muffler. Has anyone had this problem.

Sounds like your carb is overflowing into the crankcase. See if your oil smells strong of gas and is overfull. If it is your fuel system is going to need to be cleaned up.

The fuel has drained out of the tank into the motor and the cylinder pull the spark plug drain fuel out of cylinder ..
drain the oil and put fresh oil in ...What causes this to happen is the fuel is leaking past the needle and seat or the float is stuck there is also a fuel shut off selanoid on the bottom of the carb it might be burned out me my self i always put a inline fuel shut off to prevent this from happening

Thanks everyone for the fuel advise. I found out why the motor would not rotate, the autozone battery I was using was a bad battery. I used the jumper cable from my truck direct to the starter on the mower and it rotated with good power.
