When reassembling an older Briggs 8HP carb, I see that the bowl has a step in it, IE, a high and low side. When putting the bowl back on, should the float be able to settle on the high lip, or should it be allowed to drop into the low area?

Isn’t there an indentation in the carb body where it fits in? If you need to post back provide us with engine numbers so we know what you have.

this is from an online Tecumseh manual, not a Briggs but some of my Briggs have the same carb. Maybe this is like the one you have?

Briggs didn’t use a bowl like that. Older Briggs did have a bowl with a tang that fit into a notch in the carb body.
