bail handle won't release stop cable

I have an older Craftsman 550 Series with a bail handle that is stuck in the on position. When I manually lift the bail handle the stop cable will not turn off the engine. Ideas?

Without any additional information I will assume you have a push mower. You will need to replace the cable.
